Where the clock stands

The program committed itself to two review clocks in the Federal Register: a completeness check within 14 business days of receipt, then a designation decision within 60 calendar days. Run that math from the June 30 deadline and every decision is due by roughly September 21. Rolling announcements before then are likely, since there’s no cap on designations.

What a designated package must contain

Every consortium delivers the full stack, hardware through applications. For each layer, the highest-value provider must be a consortium member, the anchor member must be a U.S. company, and at least 51 percent of the hardware layer’s value must be U.S. content.

Worth knowing: designation is a priority lane, not a check. The Federal Register notice states explicitly that it guarantees neither an export license nor any specific level of federal support.

The one public project

Reflection AI × Shinsegae

Signed in San Francisco on March 17, 2026, with Commerce Secretary Howard Lutnick in the room. An Nvidia-backed U.S. model developer and South Korea’s retail giant, building what both sides call the country’s largest AI data center, running Reflection’s open-weight models on Nvidia GPUs. The first deal to close under the program, and the template for what a designated package looks like in the wild.
